Meeting the Obligation

Four things determine whether a property meets the requirement.

  • Alarm type and interconnection

    Every alarm must be photoelectric and interconnected so they sound together. Both conditions have to be met, not one or the other.

  • Coverage across the property

    Alarms are required in each bedroom, in connecting hallways and on every storey. Older properties commonly fall short on bedroom coverage.

  • Power source

    Alarms must be hardwired or fitted with a non-removable 10-year battery. Replaceable 9V battery alarms no longer satisfy the requirement.

  • Records

    Keeping documentation of what was installed and when it was tested is worth doing. It supports the owner's position if the question is ever raised.

Who Is Responsible for What

For leased properties the obligation to install compliant alarms sits with the owner, along with testing and cleaning them before the start of each new tenancy. Tenants take on routine testing and battery replacement during the tenancy, and have to report a faulty alarm rather than deal with it themselves.

For a sale, the obligation is on the seller to have compliant alarms in place, and the property's compliance status has to be declared as part of the transaction.
